City Manager Recruitment and Public Reception Information
With the retirement of City Manager Steve Burns, the City of Medina has been actively working to identify the next leader for our community.
At the Special City Council Meeting held on May 3, 2025, the Medina City Council selected four finalists to advance to the next stage of the hiring process: in-person interviews.
Below are the biographies of the selected finalists.
City Manager Finalist Candidates
David Miller began his public service career with Morgan Hill, CA as the Community
Development Director in 1979. Since then, he has held various positions including City
Administrator, Community Development Director, and Public Works Director for Cities in
Washington, Oregon, and California. His most recent position was for 4.5 years as the City
Administrator for the City of North Bend, WA. He holds a Bachelor’s Degree in Architecture &
Urban Planning.
Richard Huebner has held various positions across the state of Washington since 2007. He most
recently served as the City Administrator at the City of Selah, WA from 2023 until early 2025.
Previously, he served as the Assistant City Manager of the City of Moses Lake and a
Management Analyst with the City of Monroe. He obtained his Juris Doctor, as well as a
Masters of Business Administration and Bachelor of Arts in Communications.
Jeff Swanson has 26 years of experience in roles across the state of Washington including City
Manager, Interim City Administrator, Interim Finance Director, and Economic Development
Director. He is the current Managing Director of a consulting firm in Washington, as well as the
current interim City Manager of Medina. Previously he served as the City Manager for the City
of Battleground, WA. His education at Portland University includes completed coursework
towards a Ph.D. in Systems Science & Theory, two M.S. degrees, and a Bachelor's Degree in
Economics.
Public Reception
The City Council invites the public to meet the finalists during a City Manager Finalist Public Reception on Thursday, June 5th from 6:00pm to 7:30pm in the evening.
Location: St Thomas School, Center for Leadership and Innovation.
At the event community members can engage with the finalists, ask questions and provide input. Attendees can share comments anonymously on cards that will be collected and reviewed by the City Council prior to finalist interviews on June 6th.
Reception Itinerary:
6:00–6:30 p.m.: Informal meet and greet with finalists.
6:30–7:15 p.m.: Finalist introduction speeches
7:15–7:30 p.m.: Continued meet and greet with Finalists.
The City Council encourages residents to attend and share their voices in this important step in selecting Medina’s next City Manager.
